Cloisonne enamels are created by layering finely ground glass in cells created with fine silver wire on a bed of either copper or fine silver. The piece is fired, fusing the glass into a small painting. Many layers of glass, and repeated kiln firings later, the piece is ground, then fire polished before setting in a setting custom constructed for it of either silver or gold.
